The issue of diplomacy and business are separate issues. Whether the country has an embassy or not does not impact the definition of foreign sales and foreign income. If a company in one country sells product to a company or government in another country, it is considered foreign source income. A company can sell to any country, even if there are no diplomatic relations between those countries, as long as there are no laws or embargo to sell to that country. Hope this helps!
