How To Apply For A Residence Card In A Specific U.s. State?

I live in North Carolina have a driver’s license issued there but now own a condo in Myrtle Beach, S.C. I heard that with a S.C. residence card or id or whatever you can get much discounted prices and local savings on many attractions. I dont own the house in north carolina it is my parents but was previously the only address that i claimed as where i live. So can i get a card and if so how would you get one. Any additional information is a plus, thanks.

    Identification cards are issued to any persons at least 5 years of age and who are residents of South Carolina, and do not have a valid South Carolina driver’s license or beginner’s permit. You may apply for an ID card by completing Form 447-NC and presenting proper identification at your local DMV office. The card expires five years after the issue date. Identification cards are free to citizens who are 17 years of age or older. There is a $5.00 fee for persons between the ages of 5 and 16.
