If You Get Paid The Sag Rate, Does It Count As A Waiver, Towards The 3 Needed To Join Union?

I was waived for being a photo double, and when I received my pay stub is says union: SAG. That was definitely a waiver.
However, I did a rehearsal, which I was paid the SAG RATE, but the pay stub says union: NON. They also marked non union in my voucher, as opposed to marking WAIVER.
Question: can I use the sag rate voucher as a waiver, towards the 3 vouchers I need to get into SAG? I heard that if you get the SAG RATE is automatically a waiver, is this true?
