Is it fraud if someone used other person's NUS card code to get discounts whilst shopping online?

For example; someone wanted to get discounts and they would need promotional codes to get that. So they google it and found the website that gave out NUS card code so that person copied and pasted on promotional code box and got the discount whilst shopping online..

Is it fraud? Or it is not his fault although the website gave it out?

    If the code is not specifically given to you for your use and assigned to another person then yes it is a form of fraud.

    It is unethical at the very least. You took something from that company that was not yours to take.

    It is not the fault of the site that the code was taken from.
