Shops Return Policy Is Within 28 Days, Does This Include The 28th Day?

Sorry if this has already been asked but I can’t find it.
Went shopping on my own and saw two dresses I fancied. Bought both as I couldn’t decide. Took them home to get friends opinion and intended to return the unworn one asap.
Forgot and only got around to it on the 28th day. I bought it on 14th March and returned it on 11th April.
I thought I would receive a full refund as the receipt states I can receive a full refund within 28 days.
The sales assistant said “no, “within” means “before” the 28th day”. She offered me an exchange only and the dress was reduced by 50% so I only got an exchange amount of 50% of what I paid. I thought their returns policy is not clear.
I know some of you will say I am lucky I got anything back, but I checked with the sales assistant before I bought the dresses if I could get a refund of cash with the return of one dress.
I wanted my friends opinion and the shop is one that I would not usually shop in as it is 20 miles away and I don’t drive. Bought the dress for a special occasion.
So I wanted to know others opinion on the wording of the returns policy:
“We will exhange or refund goods or exchange reduced price goods for goods of equal value returned in saleable condition with this receipt within 28 days of purchase.”
